THE ASSEMBLY OF THE MUNICIPALITY OF ROŽAJA ADOPTED THE NEW STATUTE AND RULES OF WORK

The fourth regular session of the Rožaje Municipality Assembly in the new convocation was held on October 25, 2018. Councilors discussed 12 items on the agenda.
The Statute of the Municipality of Rožaje was adopted, which is harmonized with the provisions of the recently adopted Law on Local Self-Government, which regulates issues of importance for the functioning and work of local government.
The Stauta newspaper, among other things, states that the Assembly will monitor how the funds from the municipal budget are spent. The statute stipulates that the function of the president of the Assembly should be professional, and another novelty is introduced: the vice president of the Assembly, who performs this function on a voluntary basis. The municipality can have, at most, two vice presidents, and the president submits a report on the state of the municipality's property. He also brings the Personnel and Integration Plan. In the event of termination of the mandate, a new president must be elected within 30 days.
For the purpose of transparency, the new Statute stipulates that the leaders of the local administration, quarterly through the local media, inform the public about their work. The new Statute of the municipality of Rožaje was adopted unanimously.


Also, the new Rules of Procedure of the SO Rožaje were adopted at this session. During the debate, a group of councilors from the Bosniak Party submitted an amendment. In Article 50, paragraph 1, "delete the words of the president of the municipality, and add the words of the competent working body of the Assembly". In the explanation, it is said that the Law on Local Self-Government does not recognize the President of the municipality as the founder of public services in any of its articles. The founder of the Public Services is the Assembly, and accordingly the management bodies should be appointed by the Assembly. The amendment was supported by all committee clubs in the Rožaje parliament, so the Rules of Procedure of the Rožaje Municipal Assembly were unanimously adopted with the proposed amendment.
Councilors adopted decisions on the salaries of local officials, civil servants and employees. These decisions were adopted, provided that written consent is provided from the Ministry of Economy. It was established that if consent is not provided by the next session, these two decisions will not have legal force.
The decision to determine the location for the construction of an energy supply plant-heating plant aroused the interest of councilors. The opposition councilors expressed doubts about the possibility of realizing this project. However, the decision was adopted with 21 votes in favor and 8 abstentions.
After the session, the President of the Assembly expressed his satisfaction in a statement for RTR that most of the features were adopted unanimously with respect for the democratic procedure and the Rules of Procedure of the Assembly.
