WORKS OF THE FINANCE SECRETARIAT

    • The Secretariat for Economy and Finance performs administrative tasks related to: Preparation, planning and preparation of the Draft Municipal Budget; prepares regulations that determine local and public revenues and temporary financing of needs for which funds are provided in the Municipal Budget; preparation of the Report on the implementation of the fiscal policy for the current year and the proposal of guidelines based on which revenues and expenditures are planned for the following year, determined by the President of the Municipality; preparation of expert instructions on the goals and guidelines of spending units for the purpose of preparing the Budget; prescribes the detailed content and form of requests for the allocation of budget funds; prepares the Draft Decision on temporary financing, monitors the use of approved funds of consumer units according to the dynamics approved by the President of the Municipality; submits data to the relevant ministry on income and expenditure and budgetary liabilities; preparation of a report for the Municipal Assembly on the use of funds from the permanent budget reserve; making proposals for making decisions on investments in accordance with the established investment policy; carrying out municipal debt operations by issuing securities or taking loans; preparation of the decision on the introduction of self-contribution (municipal and local); participation in the identification and assessment of municipal property in the privatization of public companies established by the Municipality.
    • Manages the consolidated treasury account, as well as sub-accounts and other accounts and keeping records of the existing debt of the Municipality; preparation of records on the existing debt of the Municipality; preparation of the final account of the Municipal Budget; approval of the opening of sub-accounts and more detailed determination of the manner of use of these accounts; keeping the treasury ledger and auxiliary ledger; performing financial planning and cash management; calculation and payment of wages; compensation of local officials and employees, authorities and public services, as consumer units; debt management and debt analysis; budget accounting and reporting; financial information system management.
    • Preparation of regulations determining local public revenues (taxes, surcharges, fees and charges); and analysis of the effects of applying those regulations in order to propose an appropriate fiscal policy; preparation of informative and other professional materials for the Assembly and the President of the Municipality; preparation of expert opinions and statements on initiatives for evaluating the constitutionality and legality of municipal regulations under his jurisdiction; preparation of authentic interpretations of municipal regulations in this area; achieving direct cooperation with non-governmental organizations regarding issues within the competence of the authorities.
    • Performs tasks related to: performing the activities of an entrepreneur (entry in the register of entrepreneurs, meeting technical and other conditions of business premises for carrying out activities of an entrepreneur, temporary suspension of business, deletion from the register of entrepreneurs, etc.), meeting technical and other conditions of business premises necessary for the work of the company.
  • Determines business entities working hours longer than prescribed, keeps records of entrepreneurs and other entities; monitors the state of business of economic entities in the municipality and for the needs of competent authorities, collects and processes data in connection with it; monitors the situation in the area of supply and proposes necessary measures in order to create conditions for supplying the population with necessary goods, monitors, studies and undertakes necessary measures in order to develop and improve water management in the territory of the municipality, determines water management conditions; issues water management agreements and water management works; passes decisions on banning the use of drinking water that does not meet the health and sanitary standards established by the ordinance; prepares data for determining erosive areas on the territory of the municipality; undertakes all necessary measures and procedures to protect citizens' property and other property from the harmful effects of controlled waters, monitors, studies and undertakes all necessary measures aimed at the effects of controlled waters, monitors, studies and undertakes all necessary measures aimed at the development and improvement of agriculture, animal husbandry, hunting, fishing and beekeeping in the territory of the municipality; keeps records on the use of leased agricultural land and land that has changed its purpose, gives consent for changing the use of agricultural land, prepares contracts for the lease of agricultural land at the disposal of the municipality and certifies contracts for the lease of agricultural land; resolves requests for the use of agricultural land for non-agricultural purposes; prepares drafts and proposals for decisions and other regulations within its jurisdiction that are subject to consideration and approval by the assembly; performs other tasks within his jurisdiction, as well as tasks entrusted to him by the Assembly and the President of the Municipality.
