Secretariat for General Administration performs tasks related to:

    1. Office operations (office and archive operations, mail reception and delivery operations, processing of items and other documents using modern electronic technology and other operations in the field of office operation, determined by legal and by-law regulations);
    1. monitoring and improving the system of local self-government and drafting and proposing decisions on the work of local communities; performs tasks related to the establishment and organization of local communities; harmonizing and directing the work of local communities in accordance with the Law, the Statute of the Municipality and other regulations, performing professional and administrative-technical work for local communities; registration of local communities in the register and management of the register of local communities in accordance with the Law, organizing and carrying out the work of local offices; provision of professional and technical assistance to the bodies of local communities in organizing and implementing direct forms of declaration and decision-making by citizens (initiative, citizens' initiative, assembly of citizens and referendum);
    1. carrying out professional and administrative work related to the use of seals and the use and protection of symbols of the Municipality and preparation of drafts and proposals of regulations in this area;
    1. personnel management tasks that are realized through: enforcement of laws and other regulations on civil servants and employees, as well as special regulations in the field of work, health care and pension and social insurance of employees; implementation of competitions and advertisements for the recruitment of civil servants and employees in local government bodies; preparation of proposals for professional training programs for official staff and interns; cooperates with the Republic's Human Resources Management Authority in the exercise of established competences in this area;
    1. keeping records in the field of work, personnel files of officials and employees, performing insurance operations for officials and property of the Municipality;
    1. maintaining the register and implementing the procedure of issuing work booklets and registering qualifications and changing personal name;
    1. performance of marriage and other civil status affairs;
    1. maintaining and updating voter lists; making a decision on registration, deletion and change in the voter list; performing automatic data processing for the needs of the Secretariat;
    1. management of professional and administrative-technical work in connection with the implementation of decisions of commissions responsible for solving housing issues and local officials and local officials and employees; preparation of drafts and proposals for decisions and other regulations in these areas;
    1. drawing up a death certificate in order to submit it to the court for initiation of probate proceedings;
    1. keeping other population records in accordance with a special law;
    1. tasks of preparing expert opinions and declarations on initiatives for evaluating the constitutionality and legality of municipal regulations and for authentic interpretations of municipal regulations in this area; preparation of informative and other professional materials for the Assembly and the President of the Municipality;
    1. operations of current and investment maintenance of facilities in which local government bodies and local communities are located, operations of insurance of employees and property of the Municipality;
    1. public procurement affairs related to the Law;
    1. tasks of securing and protecting facilities where the organs of the Municipality and other facilities are located, in accordance with the regulations, auxiliary technical tasks related to the use and protection of the flag and coat of arms of the Municipality, tasks of providing catering services for authorities and services, tasks of copying and binding of printed materials , hygiene maintenance of official premises;
  1. preparation of informative and other professional materials related to work within the scope of the service;
  • organization, planning and implementation of the information system of the municipality;
  • organizing the functioning of the IT service for authorities: local municipalities, public companies and institutions founded by the Municipality, with the aim of establishing a unique information system in the Municipality;
  • planning and participating in the planning, implementation and implementation of the information system in the Municipality; creating a plan, proposing and organizing the introduction of new program systems and taking care of improving the existing ones, in accordance with the requirements of the continuous functioning of the information system;
  • development and realization of training and improvement plans for the use of information technology and systems; making plans for equipping, procuring equipment and taking measures for the maintenance of computer resources; taking care of the functioning of computer networks and the amount of data in them;
  • application of unique standards: OS, DBMS and tools for allicative software for the purpose of introducing and using modern information and communication technology and organizing and implementing data protection measures;
  • carrying out tasks that ensure the public and the transparency of the work of the Municipal authorities and the participation of the local population in the performance of public tasks; manages and updates the website of the Municipality, publishes drafts of acts passed by the assembly and the President of the Municipality, carries out the plan and program of participation of the local population in decision-making and other acts, on the organization of tribunes, round tables, publishes reports on the results of public hearings, assembly sessions and adopted acts , activities undertaken by the authorities of the Municipality, etc.;
  • in order to fulfill the conditions for certain tasks within the scope of the Secretariat for General Administration, local offices are established, namely:
  • Local office "Biševo" for populated places: G. Biševo, Crnokrpa, Sinanovića Luka, D. Biševo, Bijela Crkva, Čokrlije, Bukovica, Paucina and Radetina.
  • Local office "Bać" for populated places: Bać, Jablanica, Crnča, Vuča, Malindubrava, Dračenovac and Besnik.

Local offices for the territory for which they were established perform tasks related to: keeping civil registers, concluding marriages and other civil statuses, performing tasks of direct verification of data in the field, in order to update the voter list, tasks related to the presentation of the voter list; drawing up a death certificate and submitting it to the competent court and other assistance to citizens, state and other authorities in connection with these tasks, delivery of written documents for the needs of local authorities;

  • Local offices perform tasks within their scope according to expert instructions to the Secretariat for General Administration;
  • carrying out other tasks that are assigned to the scope, by order of the President of the Municipality.
