Committee on Statutes and Regulations

The Committee for Statute and Regulations has a president and 4 members.

Board members are appointed, as a rule, from the work of law graduates.

The Committee for Statute and Regulations considers drafts and proposals of decisions and other general acts passed by the Assembly from the point of view of their compliance with the Constitution and the law and the legal system: determines the proposal for the authentic interpretation of decisions and other general acts passed by the Assembly; reviews the general acts of public services whose founder is the municipality in the part that concerns the realization of public interest, the provisions of which are approved by the Assembly; prepares a proposal for an act to initiate the procedure for the evaluation of the constitutionality and legality of decisions and other acts and, on behalf of the Assembly, gives an answer to the Constitutional Court in the procedure for the evaluation of constitutionality and legality; considers acts in the application of the provisions of the Statute and implementation of the local self-government system; considers the participation of citizens in decision-making; considers reports on the work of the President of the municipality and the performance of local self-government functions; proposes to the Assembly the initiation of a procedure for the evaluation of the constitutionality of laws or the constitutionality and legality of other acts, proposes the adoption of decisions and other regulations; considers the proposals of the Council for the Development and Protection of Local Self-Government; determines the refined text of the decision and other general acts of the Assembly under the authority of the Assembly; takes care of the uniform legal and technical processing of acts, and performs other tasks related to the implementation of the local self-government system.

Appointment Selection Committee

The selection and appointment committee has a president and 4 members.

The Committee for Elections and Appointments submits to the Assembly a proposal for the election, appointment and dismissal of persons elected or appointed by the Assembly, except for proposals submitted by other authorized proposers in accordance with the regulations: it proposes acts regulating issues of exercising the rights and duties of councilors and officials appointed, elected and dismissed by the Assembly; passes individual acts on status issues of councilors and officials elected or appointed by the Assembly; considers issues related to the mandate-immunity rights of councilors in the Municipal Assembly and performs other tasks in accordance with the Statute, other regulations and this Decision.

Committee for Finance, Economy and Development

The Committee for Finance, Economy and Development has a president and 6 members.

The Committee for Finance, Economy and Development considers drafts and proposals for decisions on the budget and the final account of the municipal budget, fees, taxes, fees, loans, debts, guarantees, acts on the implementation of the budget, considers plans and programs for the development of the municipality and issues of importance for the development of the economy and agriculture and the development of entrepreneurship and traffic; expropriation for the needs of local self-government; report on the work of the President of the municipality and the performance of the function of local self-government; considers investment policies; fire protection plan; initiates the adoption or changes of regulations and other acts and performs other tasks in this area.

Committee for Planning and Spatial Planning and Communal - Housing Activity

The Committee for Planning, Landscaping and Communal Housing Activity has a president and 4 members.

The Committee for Planning and Spatial Planning and Communal Housing considers decisions and other general acts and other issues in the field of urbanism and spatial planning; spatial and urban plans and their implementation; development programs in this area, the issue of arrangement and use of urban construction land (medium-term and one-year program); condition of local roads, streets and other public facilities, passenger transportation in urban and suburban traffic; issues of importance for the realization of public interest in communal activities; questions in the field of property-legal relations; issues related to the use of business premises; considers the report on the work of the President of the municipality and the performance of local self-government functions; initiates changes to laws and other regulations within its jurisdiction; arranges residential relations and performs tasks established by the Law, the Statute and this Decision.

Committee for Social Activities

The committee for social activities has a president and 4 members.

The Committee for Social Activities considers plans and programs in the field of sports and culture; considers issues of cultural heritage in the territory of the municipality; considers issues related to general educational, library, publishing and archival activities; employment; issues of additional forms of social protection and assistance to persons in a state of social need; social care for children and youth; informing the local population; considers issues and proposes measures to the assembly from the jurisdiction of the municipality in these areas; considers the issue of cooperation with non-governmental organizations; considers the report on the work of the President of the municipality and the performance of the function of local self-government in these areas and performs other tasks in these areas.

The Committee for Inter-Municipal, International Cooperation and European Integration considers the issue of inter-municipal cooperation; submits proposals to the Assembly for the establishment, maintenance and further development of relations and connections of the municipality with other municipalities and cities in the country and abroad; organizes and monitors the implementation of the Assembly's conclusion in this area.

Council for Gender Equality

The Council for Gender Equality has a president and 4 members.

The Council for Gender Equality considers proposals for Decisions, other general acts and other issues related to the realization of the principle of gender equality; monitors the implementation of these rights through the implementation of laws and other regulations and the promotion of the principle of gender equality, especially in the area of children's rights, family relations, employment, entrepreneurship, decision-making processes, education, health, social policy and information; considers proposals for acts related to gender equality; performs other tasks in this field.
