  • Implements and monitors the implementation of all spatial and urban plans and proposes measures and activities to improve the situation and prepares a report on the same for the Assembly;
  • Participates in preparatory work when starting the preparation and monitors the preparation of planning documents (Municipal Spatial Plan, Detailed Urban Plans, Local Location Studies, Urban Projects...);
  • Keeps project documentation and prepares a database of all phases and types of project documentation for communal and public facilities, monitors the implementation of individual projects, evaluates the possibilities of implementing existing ones and the need to create new ones;
  • Forms a unique database by maintaining electronic records, records of spatial planning, urban-technical construction site and other documentation, their submission to the Municipal Archives, maintains analog and electronic register in DWG format of spatial planning documentation;
  • It applies regulations and forms databases, applying the Law on Electronic Administration, determines the location and prepares urban technical conditions for construction, reconstruction of buildings and the execution of other works that cause changes in space;
  • performs tasks related to the formation of an information base, i.e. monitoring, processing and analyzing data and elements that are necessary for the realization of spatial and urban plans,
  • controls the technical documentation from the aspect of compliance with the approved BSA UT of the approved location; approves the superstructure of residential buildings and the conversion of common parts of buildings into business premises,
  • Prepares draft decisions in the field of urban planning and construction. Prepares drafts of Programs and Decisions that enable the use, improvement, maintenance and protection of construction land, equipping it with necessary facilities and proposes measures for the maintenance of public assets of importance for the Municipality of Rožaje. Performs preparatory work for the allocation of city construction land for use;
  • Proposes and prepares criteria for the allocation of funds for construction land development;
  • Prepares the draft of the annual Spatial Planning Program, prepares the annual report on the state of spatial planning;
  • Performs other tasks arising from the Law and Decisions of competent authorities;
  • prepares proposals for development programs that determine the basic goals, directions and priorities of the development of communal activities;
  • prepares draft decisions that prescribe the conditions and manner of performing communal activities (supplying the local population with water and thermal energy, regulation of municipal waste management, removal of atmospheric and waste water, installation, maintenance and renewal of traffic signals, maintenance of street signs, maintenance of cleanliness of the municipality, maintenance arrangements parks, public green and recreational areas, maintenance of streets and other public areas, public lighting, construction, maintenance and use of bridges and other public facilities of importance for the municipality, regulation and maintenance of riverbeds, maintenance of cemeteries and burials, chimney sweeping services, maintenance of markets and Ph.D.);
  • keeps records of municipal wastewater users and polluters of water management facilities and facilities of interest to the municipality;
  • Adopting and implementing a local waste management plan;
  • proposes measures and creates conditions for eliminating the consequences of other natural disasters as well as other extraordinary and unpredictable circumstances in the municipality;
  • resolves administrative matters within its competence and supervises the work of companies that perform tasks within the competence of the Secretariat;
  • prepares the blueprint for the mid-term and annual program of maintenance and environmental protection works, prepares and monitors the implementation of the local environmental protection program;
  • implements the procedure of declaring protected natural assets;
  • determines areas of special protection of land, natural watercourses, protection of surface and underground water, air, biodiversity as well as protection against ionizing radiation;
  • performs acoustic zoning in order to determine acoustic zones in order to protect people from noise and submits data on certain acoustic zones;
  • conducts the environmental impact assessment procedure for projects for which consents, approvals and permits are issued by other bodies of the Municipality and approves the strategic environmental impact assessment report for plans and programs adopted by the Municipality;
  • Keeping a register of local environmental polluters;
  • Prepares reports and information on the state of the environment and activities carried out, raising awareness of the importance of environmental protection in cooperation with environmental associations,
  • initiates activities for the protection of nature and protected natural resources;

    - prepares a report on the state of nature;

- creates a program for monitoring segments of the environment and its implementation;

  • monitoring the implementation of measures from the local environmental action plan;
  • proposing protection measures and making an assessment of certain economic and other activities on the environment;

- supervises the implementation of environmental regulations;

- performs other tasks in this area in accordance with special regulations;
