About the Assembly

The Assembly is a representative body of citizens that performs its functions in accordance with the Constitution, the Law and the Statute.

The Assembly has 34 councilors.

The current convocation of the Assembly was constituted at the Assembly session of July 25, 2018, after the elections held on May 27, 2018.

At the constitutive session, the mandates of councilors were verified.

At the constitutive session held on July 25, 2018, Almir Avdić, graduate manager, was elected as the President of the Assembly.

Amer Dacić, Bachelor of Laws, was appointed Acting Secretary of the Assembly at the session held on August 17, 2018.

Business of the Assembly

Assembly:

1. Adopts the Statute;
2. Adopts regulations and other general acts;
3. Adopts plans and programs for the development of the Municipality;
4. Adopts local planning documents;
5. Enacts a space planning program;
6. Passes the budget and final budget account;
7. Adopts a capital improvement plan and establishes an investment policy;
8. Determines the amount of municipal taxes, fees and fees;
9. Disposes of municipal property;
10. Determines the conditions for the establishment of local communities and gives consent to decisions on establishment;
11. Calls a referendum for the territory of the Municipality or for part of the territory;
12. Decides on the citizens' initiative;
13. Decides on the announcement of self-contributions for the territory of the Municipality;
14. Establishes public services;
15. Gives consent for the borrowing of public services of which he is the founder;
16. Decides on borrowing and giving guarantees in accordance with the law;
17. Performs mandate verification and decides on the rights of councilors;
18. Elects and dismisses the President of the Assembly, President of the Municipality, appoints and dismisses the secretary and members
working and advisory bodies;
19. Approves the appointment and dismissal of the Vice President of the Municipality and the Chief Administrator;
20. Submits a proposal for the evaluation of the constitutionality and legality of the acts of the state bodies when he judges that they have been violated
the right to local self-government;
21. Considers the report of the President of the Municipality;
22. Considers the report on the work of public services founded by the Municipality;
23. Adopts the Rules of Procedure;
24. Adopts ethical codes;
25. Gives an authentic interpretation of the regulations it adopts;

27. Regulates and ensures the performance of communal activities and their development, regulates the conditions and method of organization

29. Adopts an annual program on acquiring real estate for the needs of the Municipality;
30. Decides on the establishment and awarding of public awards and prizes and the title of honorary citizen;
31. Prescribes the working hours of catering, trade and craft establishments;
32. Forms a service for the affairs of the Assembly;
33. Makes a decision on the establishment of councils for the development and protection of local self-government;
34. Makes a decision on making, using, keeping and destroying seals;
35. Makes a decision on the use of symbols;
36. Determines the manner and procedure of citizens' participation in the performance of public affairs;
37. Enacts a program of erecting memorials;
38. Determines the names of settlements, streets and squares;
39. Makes a decision in the communal police;
40. Makes a decision on the number of councilors;
41. Makes a decision on the issue of securities;
42. Appoints and dismisses management bodies, supervisory boards and management bodies in public services, i.e.
gives consent to the appointment and dismissal of public service management bodies founded by the Municipality;
43. Gives consent to the Statute of public services, to status changes, increase and decrease of principal, to the plan
of development, work program and other program acts of public services;
44. Gives, as a rule, an opinion on laws and other regulations governing issues of local interest
self-government;
45. Adopts a fire protection plan;
46. Prescribes misdemeanors for violations of municipal regulations;
47. Makes a decision on compensation for the work of councilors;
48. Makes a decision on the establishment of the Association of Municipalities for the territory of Montenegro;
49. Decides on cooperation and association with local communities and associations of other countries;
50. Makes a decision on the establishment of an inter-municipal community;
51. Submits initiatives for amendments to laws and other regulations;
52. Performs other duties established by law and this Statute.
