Formal session of the Assembly on the occasion of the Municipality Day, September 30

We are giving you the full speech of the President of the municipality, Mr. Ejup Nurković.

Ladies and Gentlemen !

- I welcome all the guests, and I send sincere congratulations to the citizens of Rožaj on the occasion of the Day of our Municipality.

- In memory of the fighters who fought for freedom, while not regretting their lives, made it possible for us to live in peace and freedom, we give them great thanks.

DEAR ALL,

- As you know, there was a democratic change of government in our municipality and at the very beginning we faced huge problems such as debts, giro account blockages and massive hiring of workers before and after the elections.

- Despite the problems encountered, we managed to continue and complete the investments that had been started and not completed in the past three months, such as the rehabilitation of several roads in our municipality (in the local communities of Kalača, Lovnica, Bašča and Balotiće).
- We completed the construction of an elementary school in the local community of Grahovo in cooperation with the Turkish organization TIKA representative office in Podgorica.

- In cooperation with the Communal Company and the NGO sector, we carried out a major campaign to clean up the riverbed of the Ibar River, which was overgrown with earth and trees.

- We also urgently intervened in several local communities in road rehabilitation and almost all of it was done by our municipal companies.

- We carried out an action in cooperation with the Sports Center and the "Ibar" Football Club, and to some extent repaired the stands and the fence of the stadium on Banžovo Brdo.

- We regularly serviced all current obligations under the jurisdiction of the local administration.

- The blocked giro accounts of the budget, the Municipal Enterprise, Radio Rožaj, the Sports Center, as well as the Cultural Center in cooperation with the state authorities have been unblocked and a reprogramming of debts has been made for them and we are now paying them regularly.

- There are still three months left until the end of the budget year, and we will make every effort to get as much work done as possible in that period.

- For the year 2015, we made investment activity plans and submitted some to the Government of Montenegro, that is, to the Directorate of Public Works, Directorate of Transport, Departmental Ministries, as well as investment plans in the field of energy, in which we will enter into a joint investment investment.

- We expect that our requests will be accepted by the Directorate of Public Works and all other departments and that we will have a successful construction year in 2015.

On this occasion, I would like to highlight the most important investment activity plans for 2015:

1. Continuation of works on capital, primary city water supply;
2. Start of construction work on the Day Center on Banđžovo brdo;
3. Ćosovsko vrelo water supply;
4. The hiking trail to Štedim and Hajla, as well as the hiking trail Rožaje-local community of Kalača;
5. Asphalting of the road for the local community of Radetina, MZ Balotiće;
6. Asphalting of several city streets.

- From the capital budget of the Municipality, which is quite modest, we will make priorities in cooperation with local communities and determine the dynamics of the works themselves for 2015.

- In the field of economy, we will invest all our capacities in order to give a chance and create all the conditions for the creation of new jobs.

- We seriously approached the creation of several development projects in the fields of wood industry, agriculture and tourism.

- We count on foreign investors, our diaspora and investments through private and public partnerships.

- In 2015, we expect good cooperation with the Government of Montenegro and plan for the Government and our Municipality to enter into serious development projects in partnership with strategic partners from the region and countries of the European Union.

- We also plan to submit more projects to international funds, agencies and other institutions.

- We will consider a very important capital project that has been mentioned for several years, but it is impossible to approach the creation of the final contractor's project and the provision of a secure financial structure, which is the city collector for the purification of waste water.

- The value of this important project is estimated at 8.5 million euros.

- In order to realize all this as well as to regularly service the work of the local administration bodies, it is necessary that all those responsible give the maximum contribution.

- I know it won't be easy, but you have to fight and be persistent in realizing your ideas and plans.

- I think we are well on our way to achieving our goal of making Rožaje a city for a good life, where our citizens will have a life worthy of a human being, based on the fruits of their labor, in an economic game of equal opportunities for everyone.

- I can publicly say that I will give my best in order to realize everything that we promised to the citizens who gave us enormous support and trust in the elections that were held on May 25, 2014.
