New NKT measures

The National Coordinating Body for Infectious Diseases (NKT) has published a list of up-to-date measures to prevent the spread of the Kovid-19 infection.

General protection measures – protective masks and physical distance

  1. Wearing protective masks outdoors and indoors is mandatory throughout the territory of Montenegro, including children over 7 years old, except on beaches and in national parks, provided that physical distance and previously prescribed measures are observed.
  2. Companies and entrepreneurs engaged in retail trade (markets, supermarkets, hypermarkets, shopping centers, etc.), including green markets, as well as state bodies, state administration bodies, administration bodies, local self-government bodies, public institutions and other entities that exercise public powers, banks, post offices and other legal entities, which directly provide services to citizens in counter rooms, are obliged to designate one or more persons responsible for checking whether citizens/service users wear protective masks when entering these facilities and respect a measure of minimum mutual physical distance.

    Public gatherings
  3. The gathering of people is limited to a maximum of 40 people in open public places, and to 20 people in closed ones, with the obligation to respect a physical distance of at least two meters. (This obligation does not apply to residential buildings.)
  4. Political gatherings in open public places are prohibited;
  5. The presence of spectators at sports events is prohibited;
  6. Religious gatherings are prohibited in open public places except on the surfaces of belonging religious buildings (religious communities are recommended to perform religious ceremonies without the presence of citizens in religious buildings); and
  7. Condolences are not accepted. Funerals are performed exclusively in the immediate family circle.
  8. Private gatherings (weddings, proms, birthdays, etc.) are prohibited.
    The measure applies until August 6, when it can be extended.

    International traffic and travel
  9. Civil servants and employees employed in state bodies, state administration bodies, administrative bodies, and officials and employees employed in local self-government bodies are prohibited from official travel abroad, except in cases where the travel is of national interest, with the prior consent of the head of the body.
  10. It is forbidden to organize all student excursions, excursions, educational gatherings, etc. abroad.
  11. International passenger rail traffic has been suspended.
  12. International road, maritime and air traffic is carried out with countries and through the territory of countries from the "green list" which consists of: member states of the European Union (Austria, Belgium, Bulgaria, Czech Republic, Denmark, Estonia, Finland, France, Greece, Netherlands, Croatia, Ireland, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden) and Algeria, Andorra, Australia, Bahamas, Barbados, Brunei, Fiji, Philippines, Georgia , Indonesia, Iceland, Jamaica, Japan, Jordan, South Korea, Cambodia, China, Costa Rica, Cuba, Lebanon, Liechtenstein, Madagascar, Malaysia, Morocco, Mauritius, Mongolia, Mozambique, Nicaragua, Norway, New Zealand, Palestine, Papua New Guinea , Paraguay, Seychelles, Senegal, Switzerland, Tajikistan, Thailand, Trinidad and Tobago, Tunisia, Turkey, United Arab Emirates, United Kingdom, Uruguay, Uzbekistan, Venezuela, Vietnam and Zambia.
  13. International air traffic is also carried out with Ukraine and Belarus with passenger control during boarding and disembarking and fulfillment of other conditions prescribed by the Ministry of Sustainable Development and Tourism.
  14. Off-line traffic with countries that are not on the "green list" is carried out in such a way that a predetermined group of passengers is transported from the point of departure to the destination. Incidental entry and exit of passengers is excluded.

    Entry into Montenegro - citizens of Montenegro and foreigners residing in Montenegro
  15. Entry into Montenegro is possible for every Montenegrin citizen residing in Montenegro and foreigners with permanent or temporary residence in Montenegro.
  • No additional restrictions if it meets all three of the following conditions:
    1: is a resident of one of the countries on the "green list" or has stayed at least 15 days before entering Montenegro in a country on the "green list", and
    2: in the period from the 15th day before entering Montenegro to the day of entry, he did not stay in any of the countries outside the "green list", and
    3: did not travel to or through any of the countries outside the "green list" except in transit (transit is travel without stopping, which is proven by inspecting the travel document).

  • With a negative result of a PCR, ELISA or ECLIA test for COVID-19 no more than 72 hours old if it meets all three of the following conditions:
    1: is a resident of one of the countries from the previous, "green list" or this "yellow list" or has stayed at least 15 days before entering Montenegro in a country from the previous, "green list" or this "yellow list", and
    2: in the period from the 15th day before entering Montenegro to the day of entry, he did not stay in any of the countries outside the previous, "green list" or this "yellow list", and
    3: has not traveled to or through any of the countries outside the previous, "green list" and this, "yellow list" except in transit (transit is travel without stopping, which is proven by inspecting the travel document).

    "Yellow List": Albania, Bosnia and Herzegovina, Canada, Kosovo, Israel and Singapore.

    The obligation to have a test does NOT apply to children under the age of five.
  • A citizen of Montenegro with a residence in Montenegro and a foreigner with a permanent or temporary residence in Montenegro if he enters Montenegro from one of the countries outside the previous two lists of countries or if, in the period from the 15th day before entry to the day of entry, he stayed in one of country or traveled through one of the countries outside of the previous two lists except in transit (transit is travel without stopping, which is proven by inspecting the travel document) are sent to institutional isolation or self-isolation for 14 days.
    Self-isolation means staying in a family accommodation or other facility with movement restriction and monitoring the health condition of the person to whom self-isolation has been determined, as well as all members of his joint family household. The health condition is monitored by the competent epidemiological service in accordance with the decision of the Sanitary Inspection.
    Institutional isolation means accommodation in a facility intended for self-isolation and the stay of persons who have a positive test result for the new coronavirus and have no symptoms of the disease, do not require medical treatment, but must be under the supervision of health workers, based on the decision of the Sanitary Inspection, in accordance with the Protocol for dealing with patients and contacts of COVID-19 patients of the Institute for Public Health of Montenegro.

Entry into Montenegro - foreigners

  1. Entry into Montenegro is possible for foreign citizens under the following conditions:
  • No additional restrictions if it meets all three of the following conditions:
    1: is a resident of one of the countries on the "green list" or has stayed at least 15 days before entering Montenegro in a country on the "green list", and
    2: in the period from the 15th day before entering Montenegro to the day of entry, he did not stay in any of the countries outside the "green list", and
    3: did not travel to or through any of the countries outside the "green list" except in transit (transit is travel without stopping, which is proven by inspecting the travel document).

  • The obligation to have a test does NOT apply to children under the age of five.

It is not possible to enter Montenegro for residents of countries outside the previous two lists unless they have proof (stamp in their passport) that they have spent at least 15 days before the day of entry into Montenegro in one of the countries on the "green list" (European Union countries - Austria, Belgium , Bulgaria, Czech Republic, Denmark, Estonia, Finland, France, Greece, Netherlands, Croatia, Ireland, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden ; and Algeria, Andorra, Australia, Bahamas, Barbados, Brunei, Fiji, Philippines, Georgia, Indonesia, Iceland, Jamaica, Japan, Jordan, South Korea, Cambodia, China, Costa Rica, Cuba, Lebanon, Liechtenstein, Madagascar, Malaysia, Morocco , Mauritius, Mongolia, Mozambique, Nicaragua, Norway, New Zealand, Palestine, Papua New Guinea, Paraguay, Seychelles, Senegal, Switzerland, Tajikistan, Thailand, Trinidad and Tobago, Tunisia, Turkey, United Arab Emirates, United Kingdom, Uruguay, Uzbekistan , Venezuela, Vietnam and Zambia and that during that period they did not visit countries outside this list.

Entry into Montenegro is made possible by air transport for residents of Ukraine and Belarus with passenger control during boarding and disembarkation and fulfillment of other conditions prescribed by the Ministry of Sustainable Development and Tourism.

NOTE: When entering, the country of which the person is a resident is considered, and not the country of which he is a citizen if it is not the same country. For example: A citizen of a non-listed country with regular residence in a listed country is treated as a citizen of a listed country because he is a resident of a listed country.

Entry into Montenegro - EXCEPTION - special category

  1. In accordance with the recommendations of the European Commission, certain categories of persons necessary for the normal functioning of vital services and persons representing a clear economic interest are excluded from the aforementioned criteria. The Institute of Public Health prescribes special conditions for entry and movement through Montenegro for:
  • Health workers, health researchers and scientific workers;
  • Persons who carry out or provide transportation of passengers and goods;
  • Diplomats accredited in Montenegro, staff of international organizations, military personnel and humanitarian aid workers in the performance of their functions
  • Certain categories of passengers in transit;
  • Persons who need international protection or come to Montenegro for other humanitarian reasons (the principle of non-refoulement is respected).

Entry into Montenegro - EXCEPTION - non-commercial and occasional air traffic (so-called general aviation)

18. The entry of foreign citizens who come to Montenegro by non-commercial air traffic is allowed, regardless of the country they come from, subject to the following temporary measures:

-If the aircraft comes from one of the countries on the "green list", there are no additional restrictions on entry.

"Green List": member states of the European Union (Austria, Belgium, Bulgaria, Czech Republic, Denmark, Estonia, Finland, France, Greece, Netherlands, Croatia, Ireland, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden) and Algeria, Andorra, Australia, Bahamas, Barbados, Brunei, Fiji, Philippines, Georgia, Indonesia, Iceland, Jamaica, Japan, Jordan, South Korea, Cambodia, China, Costa Rica, Cuba, Lebanon, Liechtenstein, Madagascar, Malaysia, Morocco, Mauritius, Mongolia, Mozambique, Nicaragua, Norway, New Zealand, Palestine, Papua New Guinea, Paraguay, Seychelles, Senegal, Switzerland, Tajikistan, Thailand, Trinidad and Tobago, Tunisia , Turkey, United Arab Emirates, United Kingdom, Uruguay, Uzbekistan, Venezuela, Vietnam and Zambia.

If the aircraft comes from the Republic of Serbia, passengers and crew must have a negative PCR test for SARS-CoV-2 no older than 72 hours, issued by a registered laboratory, in accordance with the recommendations of the Institute for Public Health of Montenegro, and have a reservation in hotel accommodation if they stay in Montenegro. The aircraft operator must submit a flight approval request to the airport operator 48 hours before the scheduled flight, which, in addition to regular information, must also contain the name and surname of the passengers and crew, if they reside in Montenegro, whereby the airport operator reserves the right to approve or disapprove the flight.

According to these passengers, after entering Montenegro, health surveillance measures are undertaken, in accordance with the recommendations of the Institute of Public Health of Montenegro. For the arrival/departure of passengers from the passenger terminal to the accommodation, it is necessary to organize special transport, in accordance with the recommendations of the Institute for Public Health of Montenegro.

If the aircraft comes from other countries, passengers and crew must have a negative PCR, ELISA or ECLIA test for COVID-19 no older than 72 hours when entering Montenegro.

According to these passengers, after entering Montenegro, health surveillance measures are undertaken, in accordance with the recommendations of the Institute of Public Health of Montenegro. For the arrival/departure of passengers from the passenger terminal to the accommodation, it is necessary to organize special transport, in accordance with the recommendations of the Institute for Public Health of Montenegro.

When staying in a hotel or other accommodation, travelers are obliged to apply the recommendations of the Institute for Public Health of Montenegro.

The obligation to have a test does NOT apply to children under the age of five.

Transit of residents of BiH, Kosovo and Albania through Montenegro

19. The transit of residents of the neighboring "yellow list" countries (Bosnia and Herzegovina, Kosovo, Albania) through Montenegro between the "yellow list" countries is enabled without the obligation to have a PCR, ELISA or ECLIA test.

Transit is made possible by controlling the time of entry into Montenegro, passing checkpoints and exiting Montenegro, without stopping in Montenegro.

Border crossings

20. All border crossings for entering Montenegro are open EXCEPT road border crossings:

  • Vraćenovići on the Nikšić - Bileć road, which was closed on February 27 due to the construction of border infrastructure; and
  • Vuča on the Rožaje - Tutin road, which was closed on June 20 to prevent the spread of the coronavirus from the Republic of Serbia.

21. It is NOT POSSIBLE for passengers to enter Montenegro from Bosnia and Herzegovina through the Šćepan Polje border crossings on the Plužina - Foča road and Meteljko on the Pljevlja - Čajniče road.

  • The exit of passengers from Montenegro and the movement of goods in both directions are enabled at these crossings.

Institutional isolation and self-isolation

22. The measure of self-isolation is determined by:

  • For a period of 21 days, persons who have been or are suspected of having been in contact with persons suffering from the new coronavirus or with persons who are suspected of having suffered from this disease.

Until recovery, and at least 21 days for persons who have a positive result of the PCR test for the new coronavirus, have mild symptoms or are without symptoms of the disease.

The measures are determined based on the decision of the Sanitary Inspection, in accordance with the Protocol for dealing with patients and contacts of COVID-19 patients of the Institute for Public Health of Montenegro.

Self-isolation means staying in a family accommodation or other facility with movement restriction and monitoring the health condition of the person to whom self-isolation has been determined, as well as all members of his joint family household. The health condition is monitored by the competent epidemiological service in accordance with the decision of the Sanitary Inspection.

23. The measure of institutional isolation is determined by:

Until the completion of 21 days from the diagnosis of the disease to persons who were treated in a hospital, they meet the criteria for recovery, in accordance with the Protocol for dealing with patients and contacts of COVID-19 patients of the Institute for Public Health of Montenegro, and have a negative test result before the end of the period of 21 days from the day the infection was diagnosed (the first positive test for SARS-CoV-2).

In the period until receiving one negative test result, but not shorter than 21 days from the diagnosis of the disease, to persons who have been in hospital treatment, meet the criteria for recovery and have a positive control test result, in accordance with the Protocol for dealing with patients and contacts of COVID-19 patients of the Institute for Public Health of Montenegro.

Exceptionally, self-isolation measures can be imposed on these persons, if there are conditions for placement in self-isolation.

Self-isolation means staying in a family accommodation or other facility with movement restriction and monitoring the health condition of the person to whom self-isolation has been determined, as well as all members of his joint family household. The health condition is monitored by the competent epidemiological service in accordance with the decision of the Sanitary Inspection.

Institutional isolation means accommodation in a facility intended for self-isolation and the stay of persons who have a positive test result for the new coronavirus and have no symptoms of the disease, do not require medical treatment, but must be under the supervision of health workers, based on the decision of the Sanitary Inspection, in accordance with the Protocol for dealing with patients and contacts of COVID-19 patients of the Institute for Public Health of Montenegro.

24. The measure of mandatory quarantine or self-isolation is determined for a citizen and resident of Montenegro who comes from one of the countries with which international passenger traffic is not allowed, in accordance with the prescribed epidemiological criteria, for a period of 14 days, based on the decision of the Sanitary Inspection, in accordance with the Protocol for dealing with patients and contacts of COVID-19 patients of the Institute for Public Health of Montenegro.

Self-isolation means staying in a family accommodation or other facility with movement restriction and monitoring the health condition of the person to whom self-isolation has been determined, as well as all members of his joint family household. The health condition is monitored by the competent epidemiological service in accordance with the decision of the Sanitary Inspection.

Institutional isolation means accommodation in a facility intended for self-isolation and the stay of persons who have a positive test result for the new coronavirus and have no symptoms of the disease, do not require medical treatment, but must be under the supervision of health workers, based on the decision of the Sanitary Inspection, in accordance with the Protocol for dealing with patients and contacts of COVID-19 patients of the Institute for Public Health of Montenegro.

Visits to persons in hospitals

  1. Visits to persons receiving hospital treatment in health institutions and persons placed in social and child protection institutions are prohibited.

    Visits to persons deprived of liberty and persons serving a sentence
  2. Visits to detained persons and persons serving prison sentences in the Administration for the Execution of Criminal Sanctions are prohibited, except for lawyers and court experts by court decision.

    Sports and recreation
  3. Trainings of athletes (amateur athletes, professional athletes and recreational athletes) and sports competitions and tournaments of athletes in sports facilities (indoor and open sports facilities - fields and pools) are organized without the presence of spectators/fans, in such a way that the owners and users of sports facilities and sports organizations are obliged to ensure the application of temporary measures, namely:
  • Mandatory disinfection of props for trainings, competitions and tournaments and items that are jointly used by athletes, in accordance with the recommendations of the Institute for Public Health of Montenegro; and
  • Compliance with personal hygiene measures - regular hand hygiene, before and after sporting activities.

28. Businesses and entrepreneurs who provide services in fitness centers and gyms are obliged to organize work in such a way that only one person per 10 m² can stay in the facility at the same time, but no more than 20 people, with the obligation to respect the physical distance from at least two meters between service users and to ensure compliance with other measures, in accordance with the instructions of the Institute for Public Health of Montenegro.

29. Cyclists are not required to wear protective masks during individual rides or shared rides by members of the same family household. Cyclists in the group must wear protective masks.

30. Users of unorganized swimming pools are obliged to respect a distance of at least 2m, except for members of a joint family household.

Healthcare

31. In private and public healthcare institutions, employees and patients are required to wear protective masks. 

32. Dental healthcare institutions are obliged to organize their work in such a way as to provide a system of mandatory patient appointments, so that only one 10m² patient can stay in the waiting room at the same time, while respecting the physical distance of at least 2m between patients, to provide means for disinfecting patients' hands upon entering/exiting the practice, as well as that all employees respect work procedures and wear personal protective equipment, in accordance with the recommendations of the IJZCG and the Dental Chamber of Montenegro.

33. Other healthcare institutions are obliged to:

- Ensures that all patients wear protective masks during their stay in a healthcare facility (provided that the wearing of a mask is permitted by the patient's clinical condition and that the mask does not compromise the patient's respiratory function) and ensures compliance with a physical distance of at least 2m between patients,
- In a visible place in the health facility, display a notice about the temporary measures for the prevention and suppression of the new coronavirus prescribed by this order,
- Provide means for disinfecting the hands of patients at the entrance/exit of the healthcare facility.

Centers for social work

34. The work of first-level social-medical commissions in the field of social and child protection in centers for social work is terminated.

Education

35.   Educational work is interrupted in public and private educational institutions as well as in preschool institutions.

36. During the validity of the measure of interruption of educational work in preschool institutions provides the right to paid leave from work to one of the parents / guardians / foster parents / adoptive parents or a single parent of a preschool age child, except for employees in: health care, courts, state prosecutor's office, Agency for Prevention of Corruption, Ministry of Defense, National Security Agency, Ministry of Internal Affairs , the Police Administration, the Customs Administration, the Tax Administration, the Real Estate Administration, the State Treasury Directorate in the Ministry of Finance, who are working on the implementation of the Program for providing support to the economy and employees, in order to mitigate the negative effects of the new coronavirus epidemic, which was adopted by the Government of Montenegro, to the Administration for inspection work, the Directorate for Food Safety, Veterinary and Phytosanitary Affairs, institutions for the accommodation of persons from the field of social and child protection, the Directorate for the Execution of Criminal Sanctions, protection and rescue services as well as in other bodies and services for which the National Coordinating Body for Infectious Diseases evaluates that their activity is necessary for the duration of the mentioned measures.

Tourism and catering
37. The operation of night clubs / bars and discotheques is prohibited. The measure applies until August 6, 2020, when the application can be extended.
38. Operation of catering establishments (restaurants, cafes, cafeterias, hotel restaurants and similar catering establishments), including catering facilities at swimming pools and beaches is limited from 06:00 to 24:00.39. Business companies, other legal entities and entrepreneurs who perform catering activities in catering establishments (restaurants, cafes, cafeterias, hotel restaurants and similar catering establishments) in the capital Podgorica, the capital Cetinje and the municipalities: Pljevlja, Plužine, Žabljak, ŠavnikNikšić, Danilovgrad, Tuzi, Kolašin, Mojkovac, Bijelo Polje, Berane, Andrijevica, Petnjica, Plav, Rožaje and Gusinje, are obliged to organize their work in such a way that:
- a maximum of two guests sit at the table inside the catering facility, or four guests on the terrace/garden of this facility;
- disable the service of self-service, waiting and standing in front of the bar;
- ensure a distance of at least 2m between tables, in accordance with the recommendations of the Institute for Public Health of Montenegro; i- ensure regular maintenance of hygiene and disinfection of common rooms, furniture, equipment, etc., in accordance with the recommendations of the Institute for Public Health of Montenegro.

40. Obligation of companies, legal entities and entrepreneurs engaged in catering activities i organize the performance of an entertainment-musical program, to organize that program in such a way that: - singers and musicians
- members of the band/orchestra respect each other's physical distance of at least 2m, as well as wear protective masks during the performance of the entertainment-musical program, except for singers and musicians who play wind musical instruments;
- ensure a physical distance between guests on one side and singers and musicians - members of the band/orchestra on the other of at least 4m, and if this is not possible, to separate guests and musicians with transparent plexiglass plates/panels at least 2m high; - prohibit playing and dancing.

Construction
41. Obligation of legal and natural persons who perform construction works, i.e. the execution of individual works, to organize the work in such a way that:
- Ensures compliance with epidemiological measures, especially respecting social distance between employees and other measures of protection and health at work;
–   In a visible place on the construction site, display a notice about the prescribed temporary measures for the prevention and suppression of the new coronavirus;
–   To all employees who perform construction work on the construction site, during working hours, ban on leaving the construction site to procure food etc.;-   They deliver food to employees who perform construction work on the construction site;
–   During the organized transportation of employees to and from the construction site (bus or van), arrange the employees in such a way as to ensure their physical distance.

State administration - documents
42. State bodies, bodies of state administration, bodies of local self-government and local administration, economic companies, public institutions and other legal entities, entrepreneurs and natural persons are obliged that permanent residence permits, temporary residence permits and temporary residence and work permits for foreigners, and which have expired, on the basis of which they exercise a right before those authorities or fulfill an obligation, are considered valid until October 7, 2020 if other conditions prescribed by law are met.
43. The obligation of the Police Administration is to register foreigners who reside in Montenegro on the basis of a permit for temporary residence and work, and in accordance with the Law on Foreigners, must leave Montenegro after a stay of three years, in the Register of residence for up to 90 days (with interruption of the continuity of residence , and without the foreigner's obligation to leave Montenegro, i.e. obtain visas).
44. Foreigners whose right to stay for up to 90 days in accordance with the Law on Foreigners expired after March 15, 2020, are allowed to stay in Montenegro until October 7, 2020. years.

RECOMMENDATIONS:
1. It is recommended that religious communities perform religious ceremonies without the presence of citizens in religious buildings.
2. State bodies, state administration bodies, local self-government bodies and local government bodies, business companies, public institutions and other legal entities, entrepreneurs and natural persons performing a certain activity to establish the performance of work within the scope of their work for workplaces for which the work process allows responsibilities, i.e. activities from home. In addition, they should determine the workplaces for which it is possible to work from home and the persons who perform the tasks who, due to their health and other circumstances, should not be exposed to the risk of illness, the way of communication of the employees who perform the tasks from home, a way to hold meetings that is in the function of performing tasks within the scope of competence and activities (telephone, online...).
