Conclusions from the extraordinary session of the Assembly of Rožaje regarding the emigration of the population

Assembly municipality of Rožaje at the II extraordinary session held on May 27, 2015. in 2008, it considered the current issue related to the emigration of citizens and passed the following:

CONCLUSIONS

The Assembly recommends citizens not to leave their homes.
The emigration of citizens from the municipality of Rožaje has reached worrying proportions. Accordingly, we demand an urgent response from all socially responsible factors, from the municipality to the Government of Montenegro.
The Rožaje Municipal Assembly proposes that the local administration, together with the Government of Montenegro and the relevant ministries, urgently draw up a Plan for solving the socio-economic status of people from the north of Montenegro in the area of employment, solving housing, especially solving child protection and protection of other family categories such as the old, infirm and unable to work and earn money.
We invite the Government of Montenegro to, in order to provide conditions for faster employment, resolve the issue of granting concessions as soon as possible and consider the possibilities of organizing public works in the field of infrastructure, ecology and environmental protection.
The Assembly recommends the local administration and the Government of Montenegro to urgently review the contracts on the privatization of social enterprises in our municipality, considering that a significant number of business facilities are out of use and that they should be put into the function of creating new jobs as soon as possible.
Consider the possibilities of regional integration as a European trend, in order to create the possibility of withdrawing funds from European funds.
The Assembly suggested the Center for Social Work to take care of the allocation of social benefits to citizens in the future, and that they be allocated to those citizens who need it, as well as to respond more quickly to submitted requests.
We propose to the Government of Montenegro to begin the implementation of capital projects planned for 2015 under an urgent procedure, which would mean the inclusion of construction operatives from our municipality.
The Assembly instructs the President of the Municipality to form an expert team that will monitor the implementation of these conclusions as well as the issue of emigration and regularly inform the Assembly about them.
