Based on Article 40 Paragraph 1 and in connection with Article 9 of the Law on State Property ("Official Gazette of Montenegro", No. 21/09 and 40/11), Article 10 Paragraph 2 of the Decision on Building Land ("Official Gazette of Montenegro - Municipal Regulations ” No. 16/21 ), Article 5 paragraph 3 of the Regulation on the method and procedure of conducting public bidding, i.e. collecting bids in the procedure of transfer of property rights on land, consent of the Ministry of Finance and Social Welfare for alienation of immovable property number 04-1022 of 10.03.2022 and Decisions of the President of the Municipality No. 01-018/22-1184 dated April 19, 2022, the Directorate for Property and Rights Protection of the Municipality of Rožaje on April 21, 2022, publishes

Public call for
public bidding for the transfer of rights on construction land

AND SUBJECT
A public invitation is issued for the transfer of rights on construction land with compensation for the following plot:
Cat. plot number 2733/12 KO Rožaje, with an area of 2500 m2, registered in the Real Estate List number 344 KO Rožaje, in the name of Montenegro property, Municipality of Rožaje disposal, at a starting price of 16.50e per 1 m2.
The parcel in question is outside the scope of the General Urban Plan and within the scope of the Spatial Urban Plan of the Municipality of Rožaje ("Official Gazette of Montenegro - Municipal Regulations", No. 31/12 I 2/17).
II TERMS OF THE PUBLIC CALL

1. All legal and natural persons have the right to participate in the public invitation
2. The participant of the public call is obliged to pay 10% of the total starting price for a specific plot as a deposit, at the cash desk of the Municipality of Rožaje or at the Municipality's telephone number 510-1842-43, purpose of payment - deposit
3. An offer without proof of deposit payment will not be considered
4. The public invitation is conducted in the form and according to the system of obtaining closed written offers
5. The participant of the public invitation to whom the location will be allocated is obliged to conclude an agreement with the municipality on the regulation of mutual rights and obligations and pay the entire amount determined at the auction within 8 (eight) days from the day of the auction, otherwise he loses the right to the allocated location.
6. The deposit will be returned to other participants within 10 days from the day of the public bidding
7. The deadline for submitting written offers is 8 (eight) days from the date of publication of the public invitation from the date of publication of the public invitation in the media
   The offer is submitted in a sealed envelope marked APPLICATION TO PUBLIC CALL FOR PUBLIC TENDER NO. 07-019/22-336 DATED 04/21/2022, AT THE ADDRESS OF THE MUNICIPALITY OF ROŽAJE - PROPERTY DIRECTORATE.

III IMPLEMENTATION OF THE PROCEDURE
The public tender will be held on May 9, 2022, starting at 1:00 p.m. in the offices of the Directorate for Property and Protection of Municipal Rights at ul. Maršala Tita bb, office number 9.
The notification of the most favorable bidder to the participants of the procedure will be delivered within 8 days from the day of opening of bids.
