Public call for implementation of mentoring services in 2018

The public call for mentoring services, implemented by the Ministry of Economy in cooperation with business centers/units of local self-government, is intended for micro, small and medium-sized enterprises and entrepreneurs, with the aim of providing support for smooth development and reducing the number of unsuccessful economic entities.
 
Mentoring process takes place according to the established mentoring scheme, developed in cooperation with the Japan International Cooperation Agency (JICA). The methodology determines the steps in the process in which a professional person-mentor conducts in direct contact and work with the founder and/or responsible person of the business entity a certain number of hours, 25 for newly founded companies and 50 for existing ones, and that in the premises of the user (not less than 70% from the total number of scheduled hours). The founder and/or responsible person of the business entity and the mentor together study the current business, analyze the current situation, diagnose the reasons for current problems or obstacles for further development, look at the potential for growth, and based on the ascertained situation, the mentor and the user of the mentoring service prepare a development plan.
Mentoring consists of a set of the following services:
• Diagnostics - analysis of the current situation in the company, that is, with the entrepreneur;
• Help in the preparation of development activities/plans and their implementation, in order to achieve the best possible business results;
• Advising and coordinating activities aimed at access to funds, government programs to support business development, new technologies, consulting services, etc.;
• Help in finding business partners and establishing business cooperation.
Who are the mentors?
A mentor is a qualified person who has a certificate that he has successfully completed mentoring trainings organized by certified mentors of the Development Agency of Serbia and JICA consultants in the fields of business diagnosis, financial management, marketing, writing a business plan, production management, business communication and human resources development.
Mentoring service is free for the chosen ones 30 users from the territory of municipalities: Podgorica, Cetinje, Bar, Danilovgrad, Nikšić, Mojkovac, Bijelo Polje, Pljevlja, Berane, Rožaje, Kotor and Tivat.
Interested candidates submit applications in two categories:
• Newly established business entities - no older than 3 years from the date of publication of the Public Call;
• Existing business entities - which were registered before April 2015.
TERMS OF THE PUBLIC CALL
The right to participate in the Public Call is available to registered micro, small and medium-sized enterprises, as well as entrepreneurs in accordance with the Law on Business Companies ("Official Gazette of the Republic of Montenegro", no. 040/11) which:
• have headquarters in Podgorica, Cetinje, Bar, Danilovgrad, Nikšić, Mojkovac, Bijelo Polje, Pljevlja, Beran, Rožaj, Kotor and Tivat.
• 100 % are operating in private ownership;
• had no losses in the last year of operation (for business entities that were registered before April 2015);
• for business entities that were registered after April 2015, the above criterion does not apply;
• do not perform activities within the steel, coal and synthetic fiber industry; shipbuilding; production of coke and refined petroleum products; production of tobacco products; production and sale of military equipment or services; participation in projects that violate the internationally recognized rights of workers, including safety at work, rules and procedures in Montenegro; any activity that is considered illegal or harmful to the environment and dangerous to human health: games of chance, alcoholic beverages (with the exception of the production of wine and fruit brandies); medicines in the distribution section; banking and insurance; shop; construction (in the part of construction of ready-made housing and business units); catering facilities that exclusively provide beverage dispensing services; activities of publishing newspapers and other periodicals, activities of production and broadcasting of radio and television programs; activity of news agencies; purchase of shares in other companies, shares and other securities; gas stations; car dealerships; currency and securities trading; immoral and illegal activities.
REQUIRED DOCUMENTATION
Documentation that must be submitted when registering for the Public Call:
For newly established business entities, no older than 3 years from the date of publication of the Public Call:
1. Detailed, signed and certified application form;
2. Decision on registration from CRPS;
3. Set of final accounts forms for 2016 and 2017 (Balance Sheet, Income Statement, Gross Balance Sheet, Statistical Annex)
Note: Point 3 does not apply to business entities registered in the second half of 2017.
For business entities that were registered before April 2015:
1. Detailed, signed and certified application form;
2. Decision on registration from CRPS;
3. Set of forms of final accounts for 2016 and 2017 (Balance Sheet, Income Statement,
Gross balance, Statistical annex).
The Ministry of Economy reserves the right to verify the authenticity of the submitted documentation, as well as to request additional documentation from the applicant, but only for completely submitted applications.

The application form can be downloaded from the website: www.mek.gov.me, or in the premises of the Ministry of Economy, Directorate for Cooperation with the Business Community, as well as on websites and in the premises of business centers/local self-government units. Applications with all accompanying forms and documentation are submitted in person or by registered mail with the indication: Application for Public Call for Mentoring Services in 2018 to the following addresses:
